  • provide, at its expense, training for its officers, employees and agents as specified below and to demonstrate that it has provided that training.
    This training should include, but not be limited to:
    • safe and effective clinical care and personal care including managing high impact and high prevalence risks, identification and escalation of deterioration in clinical condition, assessment and care planning, pain management, medication management, falls management, wound management and skin care, behaviour management, infection control, usage of chemical restraints in accordance with legislative requirements, and accurate record keeping;
 
The Provider must provide a written training plan to the Commission by 26 December 2020 and written evidence of successful completion of the specified training by 24 June 2021.

A residents and relatives meeting is scheduled for 12 February 2021.

Sanction or Notice to Agree applied Sanction or Notice to Agree applied In order to avoid the imposition of a revocation sanction under section 63N of the Aged Care Quality and Safety Commission Act 2018, the approved provider is required to agree to the following in writing by 5.00pm on 27 July 2020:
  • not admit any new care recipients to the Service until you can demonstrate to the Commission’s satisfaction that the serious risk to care recipients at the Service has been effectively addressed and the Service has been declared cleared of COVID-19 by the Public Health Unit of the State Government of Victoria;
  • appoint, at its expense, an eligible adviser to assist it to comply with its responsibilities.
  • This appointment must be made by 5:00pm on 27 July 2020.
  • The adviser must be appointed until the Service is declared free of all positive cases of COVID-19 and is declared safe by the Victorian Governments Public Health Unit.
  • continue to involve Aspen medical onsite to provide support and resources for priority care issues, and maintain Aspen Medical’s involvement until such time the as the Commission is satisfied that the additional support is no longer required to address the serious risks identified;
  • immediately implement and comply with all advice, recommendations and directions of Victorian health authorities, including (but not limited to) the following:
    • Movement of residents either within the Service or to other facilities;
    • Visitor access; and
    • Supply and use of PPE;
  • ensure daily meetings are held with the Commission;
  • ensure a written report is prepared and provided to the Commission on a weekly basis.
